Due to importance of scientific exactitude in selection of top works, transparent processes have been formulated for the assessment of works, which have been confirmed by the Scientific Council before implementation. Those processes which are outlined in bylaws and circulars ensure accurate assessment of the participating works. Works are judged in scientific groups and councils in the following pentagonal stages:
First stage. Early screening: At this stage, members of every group, study the works and choose the best ones which conform to the primary standards for form of research. Then a special form is filled in and signed for every work and the proceedings of the session containing the titles of all accepted and rejected works is signed by all members of the scientific group;
Second stage. Thorough assessment: At this stage, works which have been accepted in the previous stage, along with detailed forms containing viewpoints of group members, are sent to two jury members specialized on that subject. Jury members for every scientific group assess those works independently and anonymously on the basis of the standards set out by the relevant forms. At this stage, every work is first assessed by two jury members and if their viewpoints were contradictory, a third jury member would be appointed and sum of the points will be taken as a basis for final decision. At this stage, works with total points of about 60 percent and higher will be relayed to the next stage;
Third stage. Final assessment: Works which have earned, at least, 60 percent of points in the previous stage will be sent to two more jurists (who are different from jurists of the pervious stage). After collecting the results of all assessments, those works getting, at least, 75 percent of points in the youth section, and at least, 80 percent of points in the adult section will be chosen and relayed to the next stage. Of course, all these measures are taken by and according to discretion of the relevant scientific group;
Fourth stage. Selection by the group: At this stage, the scientific group evaluates average points earned through two stages of assessment (thorough and final assessments) before forwarding its top works along with a report on proceedings signed by all group members and attached to an official letter to the Scientific Council of the Award through head of the secretariat or the secretary of the Award;
Fifth stage. Final selection: Final selection is done by members of the Scientific Council whose members include heads of 11 scientific groups, secretary of the Award, head of the secretariat and secretary of the Scientific Council. At this stage, head of every group presents works selected by his group along with background information and necessary documents and defends those works. At this stage, the quality of selected works of different groups are compared and after discussing all works and reviewing their files, the best works are selected through majority vote of the Council members.
